Kính thưa quý vị,

Ngày hôm qua, nhật báo The Australian có đăng một bài nhận định của bà Quỳnh Đào (Melbourne) tựa đề “Nominations spur for human rights”, nói về việc đề cử Hòa Thượng Thích Quảng Độ và Linh mục Nguyễn văn Lý cho giải Nobel về Hòa Bình năm 2013. (xin xem phần phụ lục bên dưới).

Để hổ trợ cho bài viết nói trên, và cũng đúng lúc có tin Đức Giáo Hoàng Benedict 16 vừa từ chức, chúng tôi đã gởi một bức “Thư cho Chủ Bút” (Letter to the Editor) của nhật báo The Australian và hôm nay đã được đăng trên nhật báo này như theo link dưới đây (bức thư thứ nhì trong link).

Kính thưa quý vị,

Chúng tôi nhận được tin một phái đoàn cán bộ văn hóa cao cấp của CSVN vừa đến Brisbane hôm đầu tuần này để theo học một khóa tu nghiệp 3 tuần về Bảo Quản và Phát Triển Các Viện Bảo Tàng tại Đại học Queensland (UQ).

Chúng ta đều biết đối với CSVN, lịch sử chúng còn dám sửa đổi thì ắt hẳn chúng sẽ không ngần ngại sử dụng các viện bảo tàng để trưng bày các “di tích”, “tài liệu” v.v.. thích hợp với các mục đích tuyên truyền của chúng.

Do đó, chúng tôi đã viết 1 thư Phản Đối gởi đến Giáo sư Khoa trưởng của trường Museum Studies thuộc phân khoa English, Media Studied and Art History của đại học Queensland như dưới đây.

Dear Professor Galla,

It has come to our attention that this month, a group of high-ranking Directors of Museums from Vietnam are attending a Fellowship Program conducted by your School. It is also understood that their mission is to draft the new “Sustainable Heritage Development Governance and Strategic Plan” for museums in Ho Chi Minh City.

Though we are not students of your particular field of expertise, we believe that museums are generally classified into 3 categories:

1.- Specialised museums for particular fields of study eg arts, music, science etc;

2.- Regional or National museums

3.- Commemorative museums for famous persons, eg Rockefeller museum, Smithsonian museum etc…

Now if one peruses over the list of existing museums in Ho Chi Minh City, one would find:

The first 7 of those 9 museums are to serve the purpose of glorification of war and to promote the recollection of the periods when the country was deep in conflicts. Undoubtedly their presentation would be from the viewpoints of the victors.

Incidentally one of the 2 remaining non-political museums in the above list, namely No.9, Bảo Tàng Địa Chất, was set up by the former government of South Vietnam in 1954, long before the Communist regime took ơver.

Perhaps our point is the “mission” by these so-called “Directors of Museums” from Saigon has always been to spread the propaganda of the current authorities while neglecting the truths in Vietnamese history.

As one of your colleagues has admitted in an email which has come into our possession, “ … the visitors must all be committed members of the Communist Party to hold such positions and also they have to get the Party’s permission to leave the country to attend the Program”.

Therefore, dear Professor Galla, can one vouch for their impartiality principle that museum workers must uphold ?

With that consideration, we are writing this letter to you to voice our strongest protest to the UNESCO sponsorship, with the support of your School, of the above delegation.

We also request that the “Vietnam Field School” run by your Department be suspended since it only introduces your students to fabricated untruths of Vietnamese history.

Chúng tôi được biết trong tháng này, một nhóm “Giám Đốc các Bảo Tàng Viện”  cao cấp từ Việt Nam sẽ tham dự một chương trình tu nghiệp do quý Trường hướng dẫn. Chúng tôi cũng được biết rằng sứ mạng của họ là soạn một dự thảo tựa đề “Sustainable Heritage Development Governance and Strategic Plan” cho các viện bảo tàng ở TP HCM.

Mặc dù chúng tôi không phải là sinh viên của quý chuyên khoa, chúng tôi hiểu rằng các viện bảo tàng thường được chia ra làm 3 loại:

1.- Viện bảo toàn chuyên ngành cho các ngành học riêng biêt như nghệ thuật, âm nhạc, khoa học v.v.;

2.- Viện Bảo Tàng Quốc Gia hay Địa Phương;

Bảy viện bảo tàng đầu tiên trong danh sách trên nhằm mục đích tôn vinh Chiến Tranh và để quảng bá việc ghi nhớ những thời điểm mà quốc gia chúng tôi đang có chiến tranh. Dỉ nhiên những điều được trưng bày sẽ theo nhản quan của những kẻ chiến thắng.

Ngoài ra, một trong 2 viện bảo tàng còn lại, không có tính cách chính trị, trong danh sách trên, số 9 (Bảo Tàng Địa chất) đã được xây dựng từ năm 1954, trước khi Cộng sản lên nắm chính quyền rất lâu.

Có lẽ điểm mà chúng tôi muốn trình bày là “sứ mệnh” của những người gọi là “Giám Đốc Viện Bảo tàng” này từ Sàigòn trước sau vẫn luôn luôn là để tuyên truyền cho nhà cầm quyền đương thời trong khi hoàn toàn phế lảng các sự thật của lịch sử Việt nam.

Như một bạn đồng viện của ông đã nhìn nhận trong 1 email mà chúng tôi có trong tay “”.. tất cả những người khách này phải là những đảng viên trung kiên của đảng Cộng Sản mới được giữ các chức vụ như vậy và họ cũng phải đưọc sự cho phép của Đảng để có thể xuất dương tham dự khóa học..“.

Như vậy, thưa Giáo sư Galla, làm sao chúng ta có thể bảo đảm nguyên tắc trung lập mà những người làm việc trong ngành Bảo tàng học phải tuân theo ?

Với sự nhận định đó, chúng tôi viết thư này, thay mặt cho các hội viên, để nói lên sự phản đối mạnh mẽ nhất của chúng tôi về sự bảo trợ của UNESCO cho phái đoàn nói trên cùng với sự hỗ trợ của quý Trường,

Chúng tôi cũng yêu cầu quý Trường chấm dứt chương trình (thực tập) “Vietnam Field School” vì nó chỉ giới thiệu đến các sinh viên của quý Trường những sai lệch ngụy tạo về lịch sử Việt Nam.

RADIO 4EB VIETNAMESE GROUP’S RADIOTHON TO HELP FLOOD VICTIMS

 

Last night, Sunday 9/1/2011, in response to the Premier’s Disaster Relief Appeal to help the floods victims in Queensland, the Vietnamese Group of Radio 4EB-FM (Brisbane) ran a Radiothon within the Vietnamese community.

The support was overwhelming with callers coming not only from Queensland but also from Melbourne, Sydney, Canberra and even overseas like Germany and Saudi Arabia. All expressed that helping these victims was our way of showing our gratitude to the Australian people who gave us their help when we needed it most as refugees arriving in this country.

At the end of the 1-hour Radiothon, the amount pledged was nearly $8,500 which will be sent to the Premier’s Appeal fund.

Dear Prime Minister Gillard,

Congratulations – albeit rather belated – on winning the support of  Messrs Robert Oakeshott and Tony Windsor to be able to form the federal government of Australia.

Some have said that the victory is no different from inheriting a poison chalice because you never know when all the deals to have a hung Parliament going in your favour will collapse.

However I believe that with your negotiating and leadership skills, you will make this setup last a lot longer than most people would expect.

Dear Prime Minister,

Hung parliaments can only happen in truly democratic countries where multi party candidates are allowed to stand for election and the recent ballot results in Australia just turned out to have such an equilibrium.

It can never happen in Vietnam which specifically states in its Constitution that it is a single party nation.

Candidates at elections of all levels have to be approved by the ruling Communist Party while local councils and parliaments are cosmetically sprinkled with a few “independent” representatives.

This leads to the main point of my letter.

I believe that you are going to the ASEM Meeting in Brussels early next month and then have visit to Vietnam later in October.

They are first opportunities for you, as the Prime Minister of this nation, to have face to face dialogues with Vietnamese Communist leaders and I urge you to have a serious discussion with them, among other topics like trade, climate change, global economics etc…, about the following 2 issues:

1.- Human Rights in Vietnam.

You would recall that on 17 August 2009, a motion was presented in the Australian Parliament by Mr. Luke Simpkins, MP for Cowan, and  supported bipartisanly by 3 other MPs, Messrs. Bernie Ripoll (Oxley), Michael Keenan (Stirling) and Michael Danby (Melbourne Ports). to request the Vietnamese government to immediately release the Buddhist Very Venerable Thich Quang Do and to restore religious freedom in Vietnam. I thank them for this initiative.

You would probably also be aware of other instances of human rights violations including the imprisonment of opposition figures, the list of whose names has become increasingly too long to mention here.

The Australian Embassy in Hanoi, via the Department of Foreign Affairs and Trade, can provide you with information about the brutal attacks on Catholic parishioners in Dong Chiem, Con Dau by government security forces in order to intimidate them into handing the church properties over to the corrupt officials.

And there are many more similar instances that I will be only too happy to write to you about, if requested.

Your voice of concern about the situation will definitely be listened to by the highest authorities in the country and hopefully, some positive results can be achieved.

2.- Governance of Aids.

Each year, Australia is pouring millions of dollars into aids projects in Vietnam.  In an international symposium in Hanoi on June 23 this year, Mr. Vu Tien Chien, Head of the Office of the Steering Committee for Anti-Corruption of Vietnam admitted that

“ …those involved in corruption hold high positions and power and their actions are becoming more and more cunning so the fight against the scourge must be carried out with comprehensive measures and the involvement of the entire political system and society and prevention must be regarded a key task and corrupt behaviors must be punished severely.”.

Therefore, I think it would only be appropriate for you to urge the Hanoi government to:

a.- Provide regular and completely transparent reports on the management of Australian taxpayers’ aids money to Vietnam;

b- Employ a  subjective, comprehensive and scientific methods to evaluate corruption situation and anti-corruption results.

Kính thưa bà Thủ Tướng Gillard,

Tôi xin chúc mừng bà – dù hơi trể muộn – đã được sự hậu thuẩn của các ông Robert Oakeshott va Tony Windsor để có thể thành lập chính phủ liên bang của nước Úc.

Một vài người nói rằng chiến thắng này không khác chi một chén thuốc độc vì ta không bao giờ biết rằng khi nào thì những sự trao đổi để có một Quốc hội “ngang ngửa” đi theo chiều hướng thuận lợi cho mình sẽ sụp đổ.

Tuy nhiên, tôi tin rằng với tài điều đình và lãnh đạo của bà, bà sẽ giữ cho sự xếp đặt này kéo dài lâu hơn là mọi người trông đợi.

Thưa bà Thủ Tướng,

Các quốc hội “ngang ngửa” chỉ có thể xảy ra trong các nước thật sự dân chủ, nơi mà các ứng cử viên đa đảng được quyền ra tranh cử và kết quả của cuộc tuyển cử gần đây ở nước Úc đã đưa đến tình trạng quân bình hiện nay.

Chuyện này không bao giờ có thể xảy ra ở Việt Nam, quốc gia quy định rõ ràng trong Hiến Pháp rằng đó là một nước độc đảng.

Các ứng cử viên ở những cuộc bầu cử mọi cấp  phải được sự chấp thuận bởi đảng Cộng sản cầm quyền trong khi các hội đồng địa phương được rãi rác một vài đại diện độc lập để làm cảnh.

Điều này dẫn đến điểm chánh của bức thư tôi đang viết.

Tôi được biết bà sắp sửa đi tham dự phiên họp của tổ chức ASEM ở Brussels vào đầu tháng tới và sau đó, bà sẽ viếng thăm Việt Nam vào cuối tháng Mười.

Đây là những cơ hội đầu tiên mà bà, trong cương vị Thủ Tướng nước Úc, sẽ có những cuộc đôi thoại mặt đối mặt với những người lãnh đạo CSVN, và tôi kêu gọi bà hãy có những cuộc thảo luận nghiêm túc với họ, ngoài những đề tài về thương mại, thay đồi khí hậu, kinh tế toàn cầu v.v…, hai vấn đề sau đây:

1.- Nhân Quyền tại Việt Nam.

Bà còn nhớ vào ngày 17/8/2009, một quyết nghị đã được ông Luke Simpkins (dân biểu đơn vị Cowan) đệ trình tại Quốc Hội Liên Bang và được sự hổ trợ của 3 dân biểu thuộc cả 2 bên là ông Berni Ripoll (đơn vị Oxley), Michael Keenan (đơn vị Sterling) và Michael Danby (đơn vị Melbourne Ports). Nghị quyết đòi hỏi nhà cầm quyền Việt Nam phải phóng thích ngay Hòa Thượng Thích Quảng Độ và tái lập tự do tôn giáo tại Việt Nam. Tôi cám ơn những vị này về việc làm nói trên.

Bà chắc cũng biết đến những trường hợp vi phạm nhân quyền khác kể cả các vụ giam cầm những người đối lập mà danh sách đã trở thành quá dài để tôi có thể liệt kê ra đây.

Qua Bộ Ngoại Giao và Thương Mại, tòa Đại sứ Úc ở Hà Nội có thể cung cấp tin tức cho bà vê những cuộc tấn công tàn ác vào những giáo dân ở Đồng Chiêm, Cồn dầu bởi các lực lượng an ninh để buộc họ phải trao tài sản của giáo hội cho những quan chức tham nhũng.

Và còn rất nhiều trường hợp tương tự mà tôi sẽ sẵn sàng viết gởi đến bà nếu được yêu cầu.

Sự lên tiếng tỏ bày quan ngại của bà đối với tình trạng như thế chắc chắn sẽ được những người ở cấp thẩm quyền cao nhứt lắng nghe, và hy vọng từ đó, sẽ đạt được một vài kết quả cụ thể.

2.- Sự quản lý về các khoản viện trợ,

Mỗi năm, nước Úc đổ hàng triệu đô la vào các đề án viện trợ cho Việt Nam. Trong một hội nghị quốc tế ở Hà Nội vào ngày 23/6 năm nay ở Hà Nội, ông Vu Tiền Chiến, Chủ tịch Ủy Ban Điều Nghiên việc Chống Tham Nhũng ở Việt Nam đã nhìn nhận:

“ … những người liên hệ tới tham nhũng nắm những chức vụ và quyền hành cao cấp, và những việc làm của họ càng ngày càng gian xảo hơn cho nên trận chiến chống lại tệ nạn này phải được thi hành với những biện pháp toàn diện và sự tham gia của toàn thể hệ thống chímh trị và xã hội, và việc phòng chống phải được xem như là một công tác chính yếu, và các hành vi tham nhũng phải bị nghiêm phạt …”

Do đó, tôi nghĩ chỉ là thích hợp thôi nếu bà buộc nhà cầm quyền Hà Nội phải:

a.- Cung cấp những báo cáo thường xuyên và hoàn toàn rõ ràng về việc quản lý các số tiền thuế mà dân chúng Úc viện trợ cho Việt Nam;

b.- Áp dụng các phương pháp toàn diện và khoa học để thẩm định tình trạng tham nhũng và các kết quả chống tham nhũng.

Xin cám ơn về sự chú y của bà và kính chúc bà mọi sự tốt đẹp nhứt.

The 2007 Election Debate

Sir,

Now I understand why Mr. John Howard doesn’t want to have more than one Leaders’ Debate on the election.

While Mr. Howard seemed to be uncomfortable, irritated and ill at ease with the whole idea, Mr. Kevin Rudd looked relaxed and with a smile on his face, appeared to be enjoying the debate.

Though a good debater doesn’t necessarily make a good Prime Minister, I would expect the nation’s leader to be confident enough in front of the public to articulate his viewpoints as well as to dismantle the opposition’s policies.

Perhaps the attacking momentum of “me-tooism” was taken away from the Prime Minister during the day when Mr. Rudd announced yet another policy, this time on child care, proving once again that the ALP do indeed have policies of their own.

But the moment that Mr. Howard lost the debate last night, to me, was when given the opportunity to ask the opposition two questions, he blew them both with such trivia matters that Mr. Rudd could dismiss without any difficulty.

The only consolation, or hope, for Mr. Howard after the debate was that even though he had also lost the similar debates in the last 3 general elections, he still won the main prize itself. However this time, that ultimate goal will be much harder to achieve.

Marion Jones and Andrew Johns

Sir,

I have just learned of the difference between American and Australian values in sports.

Marion Jones admitted to using banned steroids before Sydney Olympics Games. Immediately she got stripped of her medals, banned for 2 years and was demanded by the United States Olympic Committee (USOC) to return more than $100,000 in prizes and bonuses she received for her Olympic performance.

The USOC also urged the 6 athletes who ran with Jones in medal-winning US relays in Sydney to return their medals. USOC President, Peter Ueberroth, wrote a letter of “sincere and humble apology” to the 205 Olympic committees and “a more extensive letter to people in Australia, apologising to the organisers, the volunteers and the Australian people”. (The Australian, 10/10).

Here, Andrew Johns admitted to using recreational drugs throughout his decorated rugby league playing career.

Nothing has been done about the awards he received during this period. No penalty has been imposed. He only needed to lie low for a few weeks before being offered a role to assist the NSW State of Origin team

Ipswich Motorway and the Federal seat of Ryan

Sir,

Mr. Michael Johnson, our local MP for Ryan, commented that the (Goodna bypass of Ipswich Motorway) decision “.. is the right decision in the long term for the area, but it could have been managed better. The merits of the case could have been explained better to the people affected …”

Well, the announcement was made in March and Mr. Johnson has had over half a year to have explained to and convinced us of this option. He might have tried but I think he has now realised that it is a lost cause and that voters in his constituency are totally against the decision, forcing him to write to the top party echelon for blame and help, if possible, before it is too late.

Between Blair (with 5.7 percent margin) and Ryan (with 10.4 percent margin), of course Mr. Howard must give the less safe seat (Blair) higher priority. In doing so, he even ignored the views from two top Liberal leaders in Queensland, Bruce Flegg and Lord Mayor Campbell Newman.

No wonder Mr. Johnson has a lot to thank Mr. Howard for reducing the margin from 10.4 percent over 3 years ago to merely 0.5 percent now.

George W Bush and Burmese regime

For once, I have to applaud George W Bush for his criticism of the Burmese regime and his support to the call for Freedom and Democracy in that country.

It’s a pity that he had several opportunities over the past 12 months but missed to say the same to the Vietnamese leaders. It leaves me with the impression that his response is only reactive, not proactive.

Refugees from Sudan

Sir,

I share the concern of your Editorial (The Australian, 4/10) that Mr. Kevin Andrew’s comments regarding the refugees from Sudan ” … seem calculated to provoke community outrage and undermine support for migrants and refugees“.

It is even more troublesome to know that the Minister’s decision on the matter depended not on empirically statistical but only on anecdotal data which were easily prone to bias and/or prejudice.

The “expert” ‘s advice to Mr. Andrews that the Sudanese and Ethiopian refugees, ” … were younger, with a significantly lower level of education, had been living for up to a decade in refugees camps with greater exposure to trauma and torture, and consequently were finding it more difficult to adjust to living in Australia…” could have been applied to a lot of us, refugees from Vietnam 30 years ago.

Yet given a second chance to rebuild our lives, and with assistance and support from the Australian people, it can be said that a large majority of us have passed the test of integration and fitted quite well into this new society.

I’d like to think that Australia’s human compassion has not faded with time and I sincerely hope that this issue raised by Mr. Kevin Andrews is not another “race card” that we have seen played at every Federal election since Tampa.

The latest accolade that Nam Le and his debut work The Boat received – The Prime Minister’s Literary Award for Fiction 2009 – is a timely and eloquent reminder that given an opportunity, refugees will thrive on to develop their talents and skills to contribute to the richness of multicultural Australia.

The young author is the pride of the Vietnamese community and an inspiration to new settlers in Australia.
